Becoming a Resilient ‘Rossmoor Prepper - Unit 2’

Join the Rossmoor Emergency Preparedness Organization (EPO) for a presentation by Ron Halog, emergency preparedness coordinator for Independent Living Resources of Solano and Contra Costa counties, at 10 a.m. Monday, February 2, 2026.
The Emergency Preparedness Unit 2 training builds on the first training presented at the November 3, 2025 EPO meeting. Halog will give a quick overview of the 1st training, which was about "what you can do to get prepared". The second training will focus on "what your house can do for you to get prepared".
There are 3 objectives for the 2.0 training: 1). Making your home safe - non-structural mitigation; 2). Fire Safety; and 3.) Vial of life.
Halog uses humor, critical information, contests and prizes to engage folks who may be uncomfortable with the dreaded “d” word (“disasters”) and who may feel apathetic – even “frozen” – to actively get engaged in preparing themselves and their households with the critical supplies needed to survive and thrive following an area-wide disaster or emergency.
Halog has many years of experience helping seniors and people with disabilities and functional limitations get themselves fully prepared so they can remain independent during and following disasters and emergencies. His goal is to teach Rossmoor residents to get prepared simply and easily one small step at a time.
During the Rossmoor EPO presentation in Peacock Hall, Halog offered several games and contests, and there were donated prizes for the winners of the contests. There were several Go Bag Backpacks, and other valuable emergency supplies. There was something for everyone, including those attending on Zoom.

An Emotional Go Bag: Mentally Preparing for a Disaster

Bill Coy (Vice-President) of the Rossmoor Emergency Preparedness Organization (EPO) made a presentation on Monday, March 2 at 10 am titled “An Emotional Go Bag: Mentally Preparing for a Disaster”
Bill helped residents understand the importance of psychological readiness in times of crisis.
When we think about preparing for disasters, our minds often jump to physical necessities: emergency kits packed with food, water, flashlights and first aid supplies. These are the primary elements needed for our physical survival.
However, one of the most crucial aspects of preparedness is often overlooked – the state of our minds and emotions. Just as we assemble a physical “go bag” to help us survive a disaster, it is equally important to create an “emotional go bag” to support our mental and emotional well-being during challenging times.
The presentation included:
• Understanding the importance of emotional support
• Core items and elements of an Emotional Support Kit
• Actions to take now to be better prepared

When and How to Evacuate Rossmoor

On Monday, April 6, 2026 – both the Walnut Creek Police Department and Tom Cashion, Rossmoor Director of Public Safety, presented a meeting on “When and How to Evacuate Rossmoor”.
One of the most frequently asked quesEon that EPO is asked is “In the event that we need to evacuate Rossmoor, do all 10,000 residents have to exit out the Main Gate on Rossmoor Parkway?” The answer to that question is “No”, and Tom Cashion explained why that was the case. He described “How and When to Evacuate Rossmoor.” He covered how evacuations can be staged by Evacuation Zones, and also discussed potential Alternate Evacuation Routes.
Captain Jeff Slater (Walnut Creek Police Department OperaEons Captain) focused on evacuation checklists, including having one or two planned destinations, a backup plan and how the Police Department works with the County OES (Office of Emergency Services).
Joe Carozza (Assistant to the Walnut Creek City Manager) provided an overview of the City EOC (Emergency Operation Center), and explained how to subscribe to City & County Alert systems. He provided an overview of how the City of Walnut Creek trains and responds to emergency situations.
Gina Eicher (Public Works Manager for the City of Walnut Creek ) provided an overview of the Public Works, and the MDOC (Maintenance Division Operation Center) – How Public Works responds to infrastructure repair (damaged streets, flooded areas, downed trees, etc.)
Kira Raman (Crime Prevention Specialist for the Walnut Creek Police Department) focused on Emergency Kit preparation, and how to properly pack and store a “go-bag” with items for a 72- hour or a 96-hour evacuations.
